Supplying any of the products listed above to someone who is below the legal age is a criminal offence that can lead to a trader, or a member of their staff, being prosecuted. They may even lose their business.
By asking to see a CitizenCard, retailers and their staff should avoid breaking the law and show that they are taking a responsible attitude towards underage sales.
Trading Standards have an enforcement policy to ensure that age restrictions are adhered to. These consist of test purchasing exercises involving under age volunteers who attempt to purchase products to which they are not entitled.
The success of the CitizenCard scheme depends upon a partnership approach and the commitment of trading standards, licencees, retailers, schools, health promotion specialists, community safety officers, police, parents and young people.
