Wiltshire and Swindon Structure Plan

Wiltshire & Swindon Structure Plan 2016

The Wiltshire Structure Plan 2016, prepared by Swindon Borough Council and Wiltshire County Council, the Joint Strategic Planning Authorities, covers the period from 1996 to 2016 and was adopted in April 2006. The Structure Plan sets out a strategic planning framework dealing with issues such as the scale, pattern and broad location of housing and employment development across Swindon and Wiltshire, including the protection of the built and natural environment. It also sets transport priorities and incorporates policies relating to tourism and renewable energy.

Swindon Principal Urban Area Study

Following the adoption of the Wiltshire Structure Plan 2011 in January 2001, Regional Planning Guidance for the South West (RPG10) was published in September 2001, covering the period up to 2016. Key aspects of this guidance were the identification of housing requirements for Wiltshire County and Swindon Borough, as well as a revised spatial approach to the location of future development, concentrating growth at the larger settlements.

Specifically, Regional Planning Guidance identified Swindon as a Principal Urban Area, a location considered to offer the greatest opportunity to achieve sustainable development due to the services and facilities present in Wiltshire’s largest settlement, the focus for future development.

The Swindon Principal Urban Area Study was a key part of the Structure Plan Review to 2016. The outcome of this study was reflected in Policies DP10A, 10B and 10C, of the Adopted Structure Plan.
