The Welfare to Work Joint Investment Plan (2001-2004) is intended to cover all disabled people of working age who wish to maximise their employment chances. It includes those who:
- Need continuing support to remain in employment
- Wish to re-enter employment through (for example) re-training
- Are entering employment for the first time
- Are not yet work-ready but want to move closer to the world of work
